It actually depends on the type of plant you have. If you have floating plants, just put them directly on the water and let them float. But if you have marginal aquatic plants like sweet flag, canna lily, or others, they should be placed along the border, to create the aesthetic look of your pond. Also, make sure their roots are submerged in about 5 inches of water to keep them growing.
